Small fuel consumption and clean atmosphere is not what Washington State's senate wants. At least its actions perfectly illustrate this - WS senate is about to pass a bill that would impose an annual fee of $100 to electric or hybrid-vehicle drivers. This will be made to compensate the gas taxes that EV drivers don't pay. This will be made to compensate road wearing and pay for road services. The fee is about half of what a typical Washington state drivers pay in gas taxes.

Many states of the USA are trying to find the way out, because the interest in electrocars may turn into avoidance of gas taxes. For example, Arizona introduced a new bill which makes pay electric-vehicle drivers pay 1.43 cents per driven mile.

At the same time General Motors tries to oppose a Washington State senate, despite the fact that its new volt wouldn't be subject to the fee because its onboard generator is gas-powered. It seems GM tries to protect its new interests in the future market of the electric-vehicles.
